Interest (EOI) ASCON PHASE-IV
1.0
Introduction
1.1
ITI Limited is a Public Sector Undertaking under the
Ministry of Communication, Govt. of India contributing to over 60% of the
existing Indian Telecommunication Infrastructure. ITI is having 6 manufacturing
plants, 11 Regional Offices and 34 Area Offices across the country.
1.2 Apart from manufacturing its own product
range for telecom and IT market segments, ITI is associating with number of
Multi National and Indian Corporate Companies to offer turnkey solutions to its
clients like BSNL, MTNL, Indian Army, Railways, State Govt. Depts
and Public Sector Organizations and the winner of total solution provider award
from Voice & Date Magazine for 4 consecutive years till 2007.
1.3 ITI has the distinction of implementing ASCON Phases I,II,III Projects for Indian Army on “turnkey” basis. ASCON (Army Static Switched Communication Network) is an important network of Indian Army. The project is being executed in phases under the Ministry of Defence. An ATM based network is currently in use. The network expansion is to be carried out through “Turnkey” Phase IV Project covering almost the entire country including North and North East. ITI has establishments all over the country for ASCON Project and deployed around 250 engineers for maintenance of ASCON Network.
1.4
Army has issued RFI to ITI for
considering ITI for implementation of ASCON Phase IV Network on “Turn Key basis. ITI is
looking for suitable partners for implementing the ASCON_IV Project.
The scope of project covers full infrastructure
construction including buildings, towers and power plants, supply, installation
of all equipment, and integration and commissioning. The technical solutions
are required to be as per ITU-T and IETF standards. The following will form part of the solution.
1.4.1
Traffic Engineering,
re-routing, end to end QOS, CAC, <50 ms failure and restoration, path
engineering.
1.4.2
TDM, ATM, Gig E, Carrier Ethernet, MPLS, for
carrier grade voice, data, video conferencing, triple play and other value
added services.
1.4.3 Wi
Max , P2MP,
Wide band media, SDH, DWDM
1.4.4 Satellite Hub and VSAT
sites, SDH MW Radio, PDH MW Radio
1.4.5 Construction of buildings
including underground buildings, towers, OFC laying.
1.4.6 Power plants, ACs
1.4.7 Network Management
System,
1.4.8 Network integration
1.4.9 Vehicle base shelters

Vendors
interested in participating along with ITI for providing a solution for ASCON
Phase IV Project may indicate their areas of interest giving the details of the
equipment with proposed deployment as per requirement of Army. The vendors may also indicate the projects
undertaken by them with cost, particularly projects undertaken with Ministry of Defence (Army, Navy, Air force) for last 5 years.
Completion certificates from customers may also be submitted.
Army is interested only in proven and available
technologies.
1.6 Sealed Expression of Interest (EOI) is
invited from eligible Indian registered companies who can supply, install and commission the
equipment and have proven experience in similar projects and meeting the
following qualification criteria.

should have experience in supply, installation and commissioning of the
equipment supplied by him. He should have capability to integrate his
equipment with other standard equipment and Network. |

Capability |
(i)
The bidder
should have proven capability to execute the job including hardware,
software, networking, system integration, design and implementation. (ii) The bidder
should have strong financial and organizational strength to undertake the
project. (iii) The bidder must have qualified
personnel for managing the network. They must have been working with the
company for a reasonable time period. |
3.1
ITI will be the prime bidder. The interested vendor
may either be joint bidders or simply sub vendors for their scope of work. The
detailed model can be worked out later depending upon the capabilities of the
interested parties as also the acceptability by the end customer.
The
scope of the work includes but not limited to the following:

Working out technical solution including BoM.
4.2
Supply of equipment as per BoM.
4.3
Part installation and commissioning.
4.4 Training of ITI and Army engineers.
4.5
Acceptance of equipment/network by end customer,
Army.
4.6
Warranty and AMC support.
Interested
vendors will have to unconditionally agree to the following terms and
conditions and a written commitment to this effect is required to be given for
consideration of their proposal.
5.0.1 Warranty support: To be given as per terms and
conditions of Army till the time ITI enters into AMC with Army, irrespective
of supply / installation of equipment.
5.0.2 AMC – Back
to back comprehensive ‘AMC support as per deliverables required by Army’ to be
provided & at the cost given by Army.
This support will be provided for a minimum of 10 years after warranty
period is over.
5.0.3 All penalties, LDs
attributable to equipment will be borne by the vendor pertaining to their part
of supply.
6.0

to be supplied.

certificate.
6.0.6 Implementation methodology. of the project

List of implementation partners and OEMs for various
products
6.0.8
Detailed proposal on exit/termination mechanism
during/end of contract period
6.0.9 Any legal case(s) against the company in the last 3 years. If yes,
details
6.1
The company submitting the EOI and ITI shall have no
liability in any manner in this regard or if it decides to terminate the
process of short-listing for any reason whatsoever.
6.2
The EOI may be sent in sealed cover marked “ASCON IV
– Technical Proposal” so as to reach the following address on or before 1400
hrs on

6.3
Other Instructions / Information
6.3.1
All questions relating to this EOI, technical or
otherwise, must be in writing only and to the above-nominated point of contact.
6.3.2
Bidder should provide their E-mail address(es) to enable us to reply to the bidder through email.
6.3.3
Clarification/corrigendum if any will be made
available in ITI website.
6.3.4
ITI reserves the right to verify the credentials
provided by the bidder.
6.4
Validity Time of this EOI Process
This process of Expression of Interest (EOI) will remain
valid for short-listing purpose for a period of three months from the expiry of
the last date specified for submission of response to EOI.
6.5
Disclaimer
This EOI is not an offer by ITI but an invitation for bidder response based on which the ITI will choose to short-list the bidders.
6.6
Confidentiality
6.6.1 All information contained herein is confidential information. By
accepting this material the recipient bidder agrees that the information will
be held in confidence and will not be reproduced, disclosed or used in whole or
in part without prior permission of ITI. Similarly, ITI will not divulge any
information contained in the offers of the bidder’s without their consent.
6.6.2 ITI will evaluate the EOI based on the criteria set forth in this
document, and will choose to short list qualified bidders. Only the eligible bidders would then be
invited by the ITI to make a presentation on their capabilities and their
proposed methodology
6.6.3
ITI
Limited reserves the right to accept or reject in part or full any or all the EOIs without assigning any reasons therefore and without
incurring any liability to the respondents.
